Iowa’s 1st Five – Healthy Mental Development Initiative builds partnerships between medical providers and public service providers to enhance high quality well-child care. Medical providers make a referral to 1st Five and a developmental support specialist contacts the family to discuss the family’s concerns. 1st Five developmental support specialists provide resources and referrals to help meet the needs of the family.

Intake Process:

Referrals are made through primary care providers to public health agencies. To make a self-referral, contact your child’s primary care provider and request a 1st Five referral.

Program: Early Head Start

The Early Head Start (EHS) program is for low-income infants, toddlers, pregnant women and their families. EHS programs promote children's physical, social, emotional, and cognitive development, support parents' efforts to fulfill their parental roles, and help parents move toward self-sufficiency.

Services:

  • Provide early, individualized child development and parent education services through home visits and group settings in the community as well as the Early Head Start Center.
  • Provide early opportunities for infants and toddlers with and without disabilities to grow and develop together in nurturing and inclusive settings.
  • Connect with other service providers to provide support through health, nutrition, and other services.
  • Coordinate with local Head Start and other child development programs when the child is 3.

Eligibility:

Families with children ages birth to 3 years of age. Must meet income guidelines. Federal poverty guidelines are used.

Intake Process:

Applications can be completed online, or in person. Appointments can be booked online or via phone.

  • proof of family income (for 1 year)
  • child's birth verification
  • record of recent physical exam for the child
  • record of the child's lead test
  • the child's immunization card
  • record of recent dental exam for the child.

The Early and Periodic Screening, Diagnostic and Treatment (EPSDT) benefit provides comprehensive and preventive health care services for children. The role of EPSDT is to promote the physical, mental, social, emotional, and behavioral health of children from birth to age 21. The EPSDT program emphasizes the use of a regular schedule of recommended well-child health visits, called screenings, to provide preventative health care and identify medical, developmental, and social-emotional concerns.

Eligibility:

Medicaid clients from birth to age 21.

Intake Process:

Parents or guardians should contact their local DHS office to enroll in Medicaid. This automatically enrolls the child in the EPSDT program. Families can contact their local EPSDT program for referrals to Medicaid covered services.

Healthy Child Care Iowa supports registered nurse child care health consultants (CCHC) throughout Iowa. The child care nurse consultants provide on-site consultations, technical assistance, and training to child care providers. Businesses may call or send questions to a child care nurse consultant about health and safety policies, health programs, health of personnel, and specific child health or safety issues.

There is also a toll-free talkline available to child care providers and families for health related questions and to be connected to a child care nurse consultant. The Healthy Families Hotline number is 1.800.369.2229. Multiple language interpretation is available.

Services:

  • Assessment of the child care environment for health and safety policy and practices
  • Review of child health portion of enrollment record for health status of child, and identify overall health and safety needs of the whole group of children enrolled in child care
  • Program planning with child care providers to meet the National Health and Safety Standards for Out-of-Home child care
  • Issues specific consultation for identification of health and safety needs
  • Technical assistance for specific problems or need areas
  • Training of child care providers on health and safety issues
  • Assist child care providers in drafting policy or procedures pertaining to health and safety
  • Audit of immunization records, incident reports, etc.

Services are provided in licensed child care centers, registered child development homes, preschools, Head Start or Early Head Start, and non-registered child care homes.

Program: I-Smile

I-Smile™ Dental Home Initiative is a statewide program that connects Iowans with dental, medical, and community resources to ensure a lifetime of health and wellness.An I-Smile Coordinator provides care coordination and support to families with children who need dental care. The I-Smile Coordinator can help with: Setting up dental appointments, providing reminders of when the dental appointment is, arranging for transportation to the dental appointment, and providing education on oral health care.

  • Prophylaxes
  • Radiographs
  • Educate parents about the benefits of regular preventive dental care
  • Provide families with the names and locations of dental providers

Maternal Health services provide home visitation, personalized education, prenatal and postpartum care to pregnant and parenting women.

The Four Oaks Parents as Teachers program is a free, voluntary, family education and support program designed to provide practical, timely information on child development to families. It provides information, support and encouragement parents need to help their children develop optimally during the crucial early years of life.
