Program: Emergency Rental Assistance Program
IMPACT Community Action Partnership is administering rent assistance through the Emergency Rental Assistance Program (ERAP) to residents of Polk County, including the City of Des Moines. This program may provide eligible residents of the City of Des Moines and Polk County with assistance for a period of up to twelve months. Applicants must be able to demonstrate a COVID-related impact to their household income that has affected their ability to pay rent. Households must also be past due on their rent to qualify for this assistance.
Iowans in the remaining 98 counties are ineligible for assistance through IMPACT and will need to apply to the Iowa Rent and Utility Assistance program being administered by the Iowa Finance Authority.
Services:
- Rent payments
- Past due payments: available for payment of costs incurred no earlier than March 13, 2020.
- Future payments: may apply for up to three months of future rental assistance at a time.
- Renters are eligible for up to 12 months of assistance.

Eligibility:
- Renter households with incomes of no more than 80% of area median income.
- One or more individuals in the household has qualified for unemployment benefits or has experienced a reduction in household income, incurred significant costs, or experienced other financial hardship due directly to the coronavirus outbreak.
Intake Process:
Online application will be available on the IMPACT website soon. A limited number of phone appointments will be available for those unable to apply online.
IMPACT schedules appointments for individuals and families who have been unemployed continually for the last 90 days. Please call 515-518-4770 to make an appointment if you qualify.

Program: Energy Assistance
IMPACT Community Action Partnership provides a number of programs designed to help families stay warm in the winter, cool in the summer, and maintain access to water. Clients can receive a one-time payment for a utility bill if income guidelines are met. IMPACT will help clients apply for the benefit through the Low Income Home Energy Assistance Program (LIHEAP). Applications for the LIHEAP program are accepted November 1st – April 30th.
IMPACT also partners with Polk County Public Works and Mid-Iowa Community Action to provide Weatherization services to all of their service counties.
Weatherization is a program established to help reduce the heating and cooling costs for low-income persons, particularly the elderly, disabled, and children, by improving the energy efficiency of their homes, thereby reducing the household's energy bills.

Intake Process:
Apply for energy assistance by the following methods:

- Mail-In Application: Clients can download an application, print it out, and mail it back to IMPACT with copies of your documentation. You can mail your application to the Admin Office.

Program: Food Pantry
A Des Moines Area Religious Council (DMARC) food pantry. Individuals and families may receive an emergency food box once every month from any DMARC food pantry site.

Low-Income Household Water Assistance Program (LIHWAP) provides funds to assist low-income households with water and wastewater bills. LIHWAP will provide assistance in the form of benefit payments made directly to water vendors on behalf of households for past-due charges, fees, and taxes for drinking and wastewater services. The program is administered by the Iowa Department of Human Rights and locally through Iowa’s Community Action Agencies that serve all 99 counties.
The application period is open year-round. LIHWAP will run through September 30, 2023, or until funds are exhausted.

Program: Project H20
IMPACT partners with Des Moines Water Works to provide financial assistance to households with a termination notice on their water utilities. The assistance can be provided once per calendar year for eligible households. Households will still be responsible for a portion of the payment to Water Works.

- Must have termination notice for water utility bill
- Household income at or below 175% of the Federal Poverty Level
