Program: Block Challenge Grant Program
The Invest DSM Block Challenge Grant Program (BCG) works to strengthen the Special Investment Districts by encouraging groups of neighbors to work together on exterior improvements to their properties. Groups of at least five neighbors within a visible distance of one another’s front doors must apply together.Participating property owners in the BCG Program are eligible for matching funds up to $1,000 or $2,500 depending on the size of the applicant team. A dollar for dollar match, up to the Maximum Match Amount, will be provided to property owners as incentive to complete various exterior improvements to their properties. The match amount will be reimbursed to the property owner once the project is completed.

Eligibility:
- Properties must be within an active Special Investment District served by Invest DSM (Oak Park / Highland Park, Drake, Franklin Area, and Columbus Park).
- Except as provided below, each team member applicant must be the owner of record for the property as shown on the Polk County Assessors website page.
- Contract buyers are eligible as long as the contract is recorded and shows the applicant as the contract buyer on the Polk County Assessors website page.
- Renters are eligible if the property owner of record signs the consent related to the renter's participation in the BCG Program and if a valid rental certificate for the participating property is on file with the City of Des Moines.
- Property taxes must be current or suspended for each of the participating properties.
- Each participating property must be a residential property and classified as such on the Polk County Assessors website.
- Each participating property must be within eyesight from the front door of another participating property included in the applicant team.
- A complete applications must be submitted and approved by Invest DSM prior to improvements being made. Costs expended by a team member before the team's application is submitted and approved by Invest DSM are not eligible for reimbursement.

Program: Homeowner Renovation Program
This program is designed to encourage homeowners to invest in their homes through renovation projects that improve the curb appeal, functionality, and marketability of their homes by offering a financial partnership in the form of forgivable loans/grants. This program is offered on a rolling basis.

Eligibility:
Special Investment Districts (SIDs) are areas in the City of Des Moines where a unique combination of public and private resources are being focused to strengthen middle market neighborhoods. The City designated four pilot areas to focus and test strategies to strengthen middle neighborhoods.
Four pilot areas are:
- Oak Park/ Highland Park
- Drake
- Franklin area
- Columbus Park
Intake Process:
Homeowners who are interested in making renovations to their homes should fill out an initial interest form that outlines the improvements they wish to make and Invest DSM staff will contact you to discuss your project and program eligibility.
