Program: Child Care Assistance (CCA)

Child Care Assistance (CCA) is a service that provides financial assistance to families to assist with the cost of child care.

Child care services for a child with protective needs are provided without regard to income. To receive protective child care services, the family must meet specific requirements, and child care must be identified in the child’s case permanency plan as a necessary service.

Eligibility:

Families who meet income guidelines. The parent must also be:

  • A member of a Family Investment Program (FIP) participant household or
  • Work an average of 28 hours per week; or
  • Attend an approved training or education program full-time; or
  • Looking for work; or
  • Unable to provide care because of an approved medical reason.

Program: Family Investment Program (FIP)

The Family Investment Program (FIP) is Iowa’s Temporary Assistance to Needy Families (TANF) program. FIP provides cash assistance to families in need as they become self-supporting so that children may be cared for in their own homes or in the homes of relatives. FIP can be used all at one time or at different times.

Services:

  • Temporary financial assistance
  • Refugee Cash Assistance is available for 8 months if the individual or family is not eligible for FIP.
  • PROMISE JOBS work and training program
  • Family Development and Self-Sufficiency Program (FaDSS) workers available to assist FIP recipients in reaching self-sufficiency.
  • Family Self-Sufficiency Grants (FSSG) to provide immediate and short term monetary assistance to assist in removing barriers to employment to FIP recipients

Eligibility:

Families with children ages 19 and under. A parent or guardian must be a U.S. citizen or legal qualified alien, live in Iowa, and meet income guidelines.

Program: Healthy and Well Kids in Iowa (Hawki)

The Children’s Health Insurance Program (CHIP) is offered through the Healthy and Well Kids in Iowa program, also known as Hawki. Iowa offers Hawki health coverage for uninsured children of working families.

No family pays more than $40 a month. Some families pay nothing at all. A child who qualifies for Hawki health insurance will get their health coverage through a Managed Care Organization (MCO).

Dental benefits for Hawki are covered by Delta Dental of Iowa.

  • Be in a family that meets the Hawki income limits (Check your family’s income in the Hawki Income Guidelines table to see if your children qualify for Hawki)
  • Not a dependent of a State of Iowa employee
  • Not currently covered under the Medicaid program

Program: Medicaid – Title XIX Medical Assistance

Medicaid (Title XIX) is a state funded program which provides income based healthcare coverage. It is available as a primary or secondary health insurance for qualified individuals.

In Iowa, Medicaid has two main coverage groups: Most Iowa Medicaid members are enrolled in the IA Health Link managed care program. This program provides health coverage through a Managed Care Organization (MCO) that members get to choose. Some Medicaid members will get health coverage through the Medicaid Fee-for-Service program.

Eligibility:

Medicaid is a health insurance program based on income. In addition to meeting certain income levels, individuals need to meet specific eligibility requirements to receive Medicaid coverage. The following are some of these general requirements:

  • A child under the age of 21
  • A parent living with a child under the age of 18
  • A woman who is pregnant
  • A woman in need of treatment for breast or cervical cancer
  • A person who is elderly (age 65 or older)
  • A person who is disabled according to Social Security standards
  • An adult between the ages of 19 and 64 and whose income is at or below 133 percent of the Federal Poverty Level (FPL)
  • A person who is a resident of Iowa and a U.S. citizen
  • Qualified non-citizen

Program: State Supplementary Assistance (SSA)

State Supplementary Assistance (SSA) is a state-funded program designed to meet the additional special needs, not met by the standard benefit rate paid by Supplemental Security Income (SSI), of individuals who are elderly, blind, or disabled.

  • Have resources of $2,000 or below for a single person, or $3,000 or below for a married couple living together.
  • Have income less than the income limit for the State Supplementary Assistance group.

The Supplemental Nutrition Assistance Program (SNAP) provides nutrition benefits to supplement the food budget of individuals and families so they can purchase healthy food and move towards self-sufficiency.

Eligibility:

An individual or family must meet income guidelines and be a citizen or legal immigrant of the US. All children who are born in the US can apply even if their parents are not citizens.
