Program: Child Support Recovery Unit
The Child Support Recovery Unit (CSRU) provides services to ensure families receive the child support they need in order to be able to meet the financial and health needs of their children. CSRU helps families by establishing and enforcing child and medical support orders, and processing support payments.
Services:
- Locating parents and their employers or other income sources
- Establishing paternity
- Establishing support orders
- Suspending and reinstating support orders
- Modifying support orders
- Registering other states’ orders for enforcement or modification in Iowa
- Sending and receiving referrals for services to and from other states
- Enforcing support orders
- Enforcing health insurance orders through a payor’s employer
- Receiving and disbursing child support and medical support payments
- Answering customers’ questions and concerns

Program: Safe Haven for Newborns
The Safe Haven Act is a law that allows parents – or another person who has the parent’s authorization – to leave an infant up to 14 days old at a hospital or health care facility without fear of prosecution for abandonment. As a parent, or authorized person, if you leave an infant at a Safe Haven you cannot be charged with abandonment of the infant and you do not need to go to court.
Services:
- A Safe Haven is an institutional health facility – such as a hospital or health care facility.
- A “hospital” as defined in Iowa Code section 135B.1, including a facility providing medical or health services that is open twenty-four hours per day, seven days per week and is a hospital emergency room.
- A “health care facility” as defined in Iowa Code section 135C.1 means a residential care facility, a nursing facility, an intermediate care facility for persons with mental illness, or an intermediate care facility for persons with mental retardation.
Intake Process:
When an infant is left at a Safe Haven:
- Custody of the infant is given to the Iowa Department of Human Services.
- Any identifying information given when leaving the infant is kept confidential.
- A hearing to terminate the rights of both parents will be held within 30 days and the infant will be placed for adoption.
